Removed all references to cf:GetPhrase and replaced with fmt:message. fmt:message uses a j2ee standard and cf:GetPhrase is custom built and quite possibly not open source.

Adding support for ResourceBundle based localized messages. This way the jsp's can use the more standard fmt:message jstl tag instead of the cf:GetPhase tag which appears to be proprietary to Archer Soft.
